Les
services sociaux
C’est dans le cadre de la présidence française de
l’Union européenne que se déroulera, les 2, 3 et
4 juillet 2008 à Paris, la seizième conférence
sur les services sociaux organisée annuellement par le réseau
social européen ESN dont l’Union Nationale des CCAS est
membre. La rencontre s’articulera autour de conférences
plénières et d’ateliers. Partant du constat que
nos sociétés doivent actuellement faire face à
des changements économiques et sociaux majeurs, vieillissement
de la population, logement, etc., il apparaît que les services
sociaux de proximité peuvent, par le biais de partenariats transversaux
(éducation, logement, santé, social), apporter une réponse
adaptée à tous les citoyens, y compris les plus vulnérables.
C’est dans cette perspective et afin de mieux appréhender
les actions mises en œuvre en Europe que se tiendront les travaux
avec pour objectif final, des pistes pour envisager la façon
dont ces services sociaux de proximité peuvent répondre
aux défis sociaux du 21ème siècle. A l’occasion
de cet événement, Patrick Kanner, président de
l’Union Nationale des CCAS, a été sollicité
pour présider une table-ronde.
Les CCAS ou CIAS membres de l’UNCCAS bénéficient
d’une réduction de 20% sur les frais d’inscriptions.

L’Europe
sociale peut se mesurer à la mondialisation
Le modèle social européen peut faire face aux nouveaux
défis liés à la mondialisation. C’est du
moins ce que révèlent les résultats d’une
étude présentée le 11 avril dernier par la Commission
européenne. Selon l’étude, 47 % des européens
interrogés voient en la mondialisation une menace pour l’emploi
et les affaires dans leurs pays respectifs. L’étude démontre
que ces craintes sont dénuées de fondement. L’Union
européenne, en modernisant ses politiques sociales et en investissant
dans les ressources humaines, pourrait exploiter au mieux les possibilités
offertes par la mondialisation.

L’agenda
de Lisbonne revêt une dimension sociale
La stratégie de Lisbonne s’intéresse essentiellement
à la croissance et à l’emploi. Lors d’un sommet
qui s’est tenu les 13 et 14 mars, les chefs d’Etat et de
gouvernement ont décidé d’introduire dans cet agenda
des préoccupations sociales et environnementales. L’actuelle
présidence slovène de l’union européenne
a émis une déclaration dans laquelle est spécifiée
la volonté de s’intéresser de plus près aux
préoccupations des citoyens, notamment sur les questions sociales.
Il a également été demandé à la commission
de présenter une évaluation exhaustive en matière
de compétences futures en Europe jusqu’en 2020 en se référant
aux changements futurs tel que le vieillissement démographique.

Le
Comité des régions et l’année européenne
de lutte contre la pauvreté et les exclusions
Selon un avis rendu par le Comité des régions et la commission
sociale de la commission, les autorités locales et régionales
doivent jouer un rôle majeur dans la réalisation et la
promotion de l’année européenne 2010 déclarée
année de lutte contre la pauvreté et les exclusions. Dans
son rapport Linetta Serri (membre italienne du Comité des régions)
appelle à une appropriation plus importante de la part des autorités
locales et régionales dans les évènements qui se
dérouleront durant cette année 2010. En effet, les collectivités
sont les premières qui en Europe cadrent, financent et mettent
en œuvre les politiques sociales pour aider plus de 78 millions
de citoyens vivant dans la pauvreté ou dans des situations à
risque.

APPEL A PARTICIPATIONS
La
semaine européenne de la démocratie locale
La semaine européenne de la démocratie locale a été
initiée par le Congrès des pouvoirs locaux et régionaux
d’Europe (CPLRE) et le Comité européen de la démocratie
locale et régionale (CEDLR), deux organes du Conseil de l’Europe.
Les évènements se tenant dans le cadre de cette semaine
peuvent être organisés à l’échelon
local et national. L’objectif étant de rapprocher les citoyens
de leurs collectivités locales en les informant des possibilités
qu’ils ont de participer activement aux affaires locales et de
promouvoir le rôle essentiel qu’ils ont à jouer en
participant à une démocratie locale active. Cette semaine
du 15 octobre, commémorative de l’ouverture à signature
de la charte de l’autonomie locale, a vu la mise en place d’évènements
comme le dialogue entre les élus et les citoyens mais aussi des
activités avec et pour les personnes âgées.

Appel
à projets Fonds social européen
Un appel à projets est lancé par la Direction départementale
du travail, de l’emploi et de la formation professionnelle d’Ile-de-France
sur l’axe 3 du FSE 3 « Agir en faveur des habitants des
zones urbaines sensibles ». L’appel à projets est
ouvert à tous les acteurs locaux (associations, collectivités
locales, etc.). Les projets doivent s’adresser en priorité
à des populations fragilisées (bénéficiaires
des minima sociaux, travailleurs handicapés, personnes issues
de l’immigration, etc.). Les thèmes prioritaires porteront
sur des actions d’insertion, d’emploi, de mise à
niveau, etc. Les candidatures peuvent être adressées jusqu’au
30 juin 2008.

ELISAN, réseau européen pour l’inclusion et l’action
sociale locale est une association de loi 1901 créée le
28 janvier dernier à Bruxelles. Elus locaux, municipalités,
associations nationales de collectivités, votre contribution

Au 29 février,
le réseau européen ELISAN réunit 1 011 villes,
soit une population d’environ 22 294 483 citoyens européens.
Ces adhésions proviennent de 9 pays. Des associations européennes,
collectivités territoriales ont également demandé
leur adhésion. Celles–ci devraient être validées
lors de la prochaine réunion de bureau du 12 juin.

Désormais, votre adhésion au réseau ELISAN est
possible directement sur Internet. Complétez le formulaire, imprimez
le document et retournez-le à l’adresse indiquée.
Vous serez automatiquement enregistré dans une base de données.
La cotisation annuelle a été fixée à 50
euros. Celle-ci vous permettra d’accéder à des services
spécialement réservés aux membres : lettre d’informations,
appels à propositions, recherches de partenaires, etc.

ELISAN
rencontre le président du Comité des régions
C’est début avril que le président d’ELISAN
Patrick Kanner, accompagné de deux représentants du Comité
directeur d’ELISAN, a rencontré Luc Van Den Brande, élu
président du Comité des régions à la suite
de Michel Delebarre. L’objectif de cette rencontre était
de réfléchir aux pistes de coopération possibles
entre ELISAN et le Comité des régions, instance consultative
créée en 1994.

Les
interventions du lancement d’ELISAN désormais en ligne
La journée de lancement d’ELISAN a remporté un vif
succès. Les interventions qui se sont succédées
sont toutes venues confirmer l’intérêt des institutions
pour ce premier réseau européen d’élus locaux
de l’action sociale. Trois thématiques ont également
été abordées lors de cette journée : services
sociaux d’intérêt général, fonds structurels
et intergroupe urban-logement.

The 16th Conference on Social Services will take place on 2, 3 and 4 July 2008 in Paris under the French Presidency of the European Union. The conference is an annual event organised by the European Social Network, of which the National Union of CCAS is a member. This year it will take the form of plenary sessions and workshops. Given that our modern societies are having to deal with issues such as major economic and social upheaval, the ageing of the population, housing problems, etc, local social services would appear to be well-placed to provide adequate solutions to all citizens, including the most vulnerable, by means of cross-sectoral parnerships involving education, housing, health and social players. The Conference is being held with this in mind and with a view to understanding more about action taken in this field in Europe, the ultimate aim being to come up with ways in which local social services will be able to rise to the social challenges of the 21st century. Patrick Kanner, President of the National Union of CCAS has been asked to chair one of the round tables.
Those CCAS or CIAS who are members of the National Union of CCAS are eligible for a 20 % discount on the conference enrolment fees.

Social Europe can be measured against globalisation
The European social model can meet the challenges of globalisation, or, at least, that is what the results of a study presented by the European Commission on 11 April show. According to 47 % of European respondents, globalisation represents a threat for business and employment in their respective countries. According to the study itself, however, these fears are unfounded, and by modernising its social policies and investing in human resources, the European Union could make the most of the opportunities opened up by globalisation.

UE Lisbon agenda gets social makeover
The Lisbon agenda is especially concerned by growth and employment. But recently, during a summit that was held on 13 and 14 march 2008, heads of states and governments decided to put in this agenda social and environmental concerns. The current Slovenian Presidency of the European union declared in a statement the importance of taking into consideration the citizens’ preoccupation on social issues. It has also called on the commission to propose an assessment of the future skills requirements of the European union up to 2020 taking into account for instance, the ageing society.

The committee of the regions and the European year for combating poverty and social exclusion
Regarding a draft opinion adopted by the committee of the regions, and the social policy commission, local and regional authorities have a major role to play in the implementation and promotion o the European year 2010, declared as the year for combating poverty and social exclusion. In its report, Linetta Serri (member of the committee of the regions) is calling for the authorities to be given “more ownership” during the year 2010. In fact, local and regional authorities have a major responsibility for framing, funding and carrying out social policies in order to help the 78 millions citizens who currently live in poverty or at risk of poverty.

CALL FOR PARTICIPATION
The
European week for local democracy
The European local democracy week is a joint Council of Europe initiative
of the congress of local and regional authorities and the European committee
on local and regional democracy. Local or regional events should be
organized during this week. The main objective is to strengthen the
link between citizens and local elected representatives in order to
inform citizens on the role they should play to be active at local level
and to also promote the idea of democratic participation.
The week around 15 October commemorates the official opening for signatures
of the European Charter of self-government. It has already implemented
events such as: dialogue between local elected representatives and citizens
but also activities for and with elderly people.

European
Social Fund project call
The Ile de France Departmental Directorate for Labour, Employment and
Vocational Training (Direction Départementale du travail, de
l’Emploi et de la formation professionnelle d’Ile de France)
has issued a call for projects on Part 3 of the ESF 3 “Acting
in favour of people living in sensitive urban areas”. It is open
to all local players, be they associations, local authorities, etc.
The projects must target primarily the weaker members of society (income
support recipients, disabled workers, people with an immigrant background,
etc). Projects relating to, inter alia, placement, employment, and skills
development measures will have priority. Applications may be sent in
from mid April to 30 June 2008.

ELISAN, the European network for inclusion and local social action is
an association set up on 28 January 2008 in Brussels. Whether you are
local elected representatives, municipalities, or national associations
of local authorities, you have an important contribution to make to
the network. If you share our view that social Europe needs to see local
players playing a bigger part in social action, and if you would like
to share your experiences with others at European level, then: Join
us!
As of 29 February
the ELISAN network comprises 1011 towns with a total population of approximately
22 294 483. Nine different countries are represented. European associations,
and local and regional authorities have also applied for membership.
Their applications should be approved at the next Bureau meeting to
be held on 12 June.

membership
It is now possible to submit an on-line application to join the ELISAN
network, simply by filling in the form, printing it out, and returning
it to the address indicated. Your application will be recorded automatically
in a database. The annual membership fee has been set at 50 euros. In
return for your membership fee you will have access to a number of services
exclusively reserved for members: information bulletin, calls for proposals,
partnership requests, etc.

Meeting
between ELISAN and the President of the Committee of the Regions
At the beginning of April, the President of ELISAN Patrick Kanner, together
with two members of the ELISAN Steering Committee, met with the Luc
Van Den Brande, the newly elected President of the Committee of the
Regions who takes over from Michel Delebarre. The purpose of the meeting
was to explore possible forms of cooperation between ELISAN, the European
network of locally elected representatives working in the welfare field,
and the Committee of the Regions, an advisory body set up in 1994.

Contributions
marking the launch of ELISAN now available online
The 1-day event organised to mark the launch of ELISAN was a resounding
success. One after another, speakers confirmed the level of interest
in their respective institutions for the network, the first of its kind
to group together at European level locally elected representatives
working in the welfare field. The themes chosen for the day were three-fold:
social services in the general interest, structural funds, and the urban-housing
intergroup.
